Wallpaper was found at DA is Somewhere only we know by Abydox. Lucid Rainlender skin can be found url=http://www.customize.org/details/43343]here[/url]. Rokey.net isn't loading for me right now, so you'll have to find the icon set yourself later on. And last but not least, kroeger 05_55 can he found at miniml, among other places.

As far as the Coolmon config, I'm too lazy to export it, so just know its using kroeger 05_55. The font color is 037CCD. I also edited the Lucid skin to use kroeger 05_55 as well.

I have set it up now, but I have this little problem. When I use the Coolmon thing, its still over all the windows.

Ahh, no worries thats an easy fix. Right click on coolmon in your system tray, goto Layout and then check "Pin to desktop". That should fix it.
